A small correction. New York did not ban ephedrine (Ma Huang) which is still available in health food stores here, and in various compounds designed for weight loss. It seems to provide slight mood elevation, a bit of energy and some appetite depression in normal, healthy people.
As you say, it has been used with caffeine and other herbal components on the streets, where of course it's been abused.
I had a patient with a propensity for occasional panic attacks, who did have a panic attack after ingesting nothing but coffee, working out, and taking some ephedrine prior to her workout. It had been recommended by her workout coach (trainer). In that case I advised her against taking it, but actually I know many people who take some daily and who have reported no ill effects.
It's not recommended if one has cardiac problems or blood pressure problems, but otherwise, my personal opinion is that it seems to be safe and can be useful.
