Sending off a few ineffective salvos of Monica's Missiles is all he could have realistically have done.

He should have sent it a special op team to get him. It would have worked, although we would have taken high casualties during the extraction. He was interested in doing it, but the DOD did not want to, and he had no moral authority left by that time to make them do it.
