Lehman was Navy Sec. for Reagan. I can only assume a sitting Senator, regardless of party, has a lot of influence. Someone in Lehman's office must have issued a new citation signing it for Lehman, apparently without his knowledge. And the citation has new language Lehman says he didn't write. Why the desire for a new citation for a medal he'd already gotten? Puzzling.
