I don't have the short answer to your question at my fingertips. I think there are actually a lot of standards governing various aspects of TCP/IP. I think the basic work was done under ARPA back in the late 60's, early 70's, before MSFT even existed. See:

Same situation with HTML -- I don't have the short answer handy. I think the basic work was done at CERN in the 80's, again without MSFT's involvement.

"Does MSFT have anything to do with them?" is kinda broad. They offer software which purports to comply with them -- does that count? They don't control them.
