That's my thought. Some people take 10 minutes casting their vote. I think they're going on the 6 out of 10 coin flips. I look at the sample ballots, have my mind made up and have never spent over a minute voting. I think a lot of people don't keep up on $$ referendums and read them for the first time in the booth. Not a good way to get both sides.
