What most likely happened to Bush is he failed the flight physical or knew he was going to fail the flight physical and was only interested in staying in the Guard if he could continue flying. Since he was going to be grounded, the Guard really didn't have a use for him any longer. His orders to Alabama were held up because the Guard didn't know what to do with a pilot that can't fly. The Guard had no use for him and should have just discharged him immediately instead of issuing new orders. Instead Bush ended up doing a bunch of drills at taxpayer expense for what purpose? Not completely fulfilling a Guard obligation isn't a criminal offense anyways since reservists are not on active duty they are NOT subject to the Uniform Code of Military Justice (UCMJ). AWOL and Desertion are UCMJ terms so anybody that uses AWOL or Desertion in a Reserve context looks like the fool he or she is.
