Would-be immigrants to Canada can apply to become permanent resident, a process that often takes a year.

I'm finding this activity interesting because the message contradicts what I learned several years when I was considering moving to Canada. I talked about it on SI some then. I was looking favorably at the climate in BC. All my research indicated that Americans were discouraged from moving to Canada. You needed either special skills that were in demand or a lot of money you were prepared to let the Canadian government hold.
