Personally, I like Elroy's Proposal.

You get to pass to your heirs 100% of the capital you have accumulated over your lifetime. However, anything you inherit gets taxed at 100%. Throw in some exemptions for active farmland and stakes in privately held businesses and...

I mean, come on. If you can't make the Law of Monetary Gravitation (the principle where large piles of cash tend to attract cash from smaller piles) work for you, your heirs are probably from the shallow end of the gene pool also.
