Amore aggressive plan would involve bringing out technologies I've seen in prototype but for which there is near ZERO motivation to use right now. There are technologies that side step rare earth (not so rare actually) and other "scarce" materials. It would involve massively embracing a number of improvements:

Would it be easy? No. Not with the next two years being wasted by the political shit we put ourselves into starting three years ago.

There are a number of points of resistance - captains of industry - companies like the PG&E. It would have to be massive and intentional but it would make us world leaders and not laggards.
