Fifth-graders should be old enough to write about issues that are real to them. Such a project would not only be good for the development of writing skills, but should help them become actively interested in the things going on around them. Particularly if you ask them to take their viewpoints on as a "cause."

For example, how would they (or do they) feel about going to school year-round? What are the pros and cons?

Have there been any school-bus behavior issues at your school?

What about the old standby: meals served in the cafeteria?

Ask them to take a stand. It might be interesting!
