I think the answer is Francois got burned on it before. Seems like he was starting to talk it up before and then it tanked, obviously before he could unload his free/cheap paper, or maybe they wouldn't pull the restriction off his shares, or one of the other myriad occupational hazzards of being a scummy stock tout. Of course after being burned, Francois can claim to be a patriot(neat trick for a man without country) and come out and warn everyone that the stock he prodded the sheeple into is actually a POS, not of course because it's a go nowhere scam since all of his investments fit that criteria, but because they scammed him, and that is not allowed.
