BIS Quarterly Review: See last paragraph, they're still planning to bail out private players when their bets backfire. It seems that government proclivity to intervene and manipulate markets outweighs the free market fallacy that private players should bear their own risk, as though markets are not manipulated by the players to begin with.

"On the one hand, it is recognised that private players should bear the cost of their own investment decisions. On the other hand, official action is sometimes needed to restore market confidence and preserve the stability of the system as a whole." (BIS, March 8)
