Someone else here can give a more scientific answer, but other things being equal permitted data rate is proportional to power. RF power can be effectively increased by higher electrical throughput (which has some problems, I believe, for a handheld device) or by having a directional antenna which amplifies the signal without requiring more power but has to actively track the satellite. Obviously that's hard to do in a hand held device, too. G* fixed terminals, I noticed, will have steerable, directional antennas.
