Strike On Iraq Would Set Dangerous Precedent - Professor 13 Dec 10:47 NEW YORK (Dow Jones)--The U.S.'s argument for a preemptive strike against Iraq could be used by another country as a reason to attack, said Scott Silliman, professor at Duke University's law school. In an interview with CNBC Friday, Silliman said the U.S. has changed the traditional policy of preemptive self defense. Originally, in order to justify a preemptive strike, a nation had to prove the threatening nation had the capability and intent to attack. The U.S. has shifted its policy only in regard to Iraq, "opening a can of worms," for international law, Silliman said. The U.S. sets a precedent that can be used by other countries, from India to North Korea.
