My best guess is that it was written by the healthcare industry for the healthcare industry and that the Republican/Democrat fighting is just a show to keep the peons amused. The end result looks like more money to the healthcare powers, more taxes, and MAYBE some redistribution of healthcare benefits from richer to poorer. What they should have done was take from the healthcare powers and redistribute to the poor in the form of benefits. So now big business gets more and small businesses gets reamed again? We shall see...
