Not at all. Chartistes don't care much about p/e at all. Only p matters. If e gets involved, it must be a "hybrid" TA and FA approach.
The charts are used to try to understand - and ideally prognosticate - short to medium term PRICE movements.
The successful "technical" investors I know use FA to choose what they want to do with a given stock (if anything), then use TA to choose entry and exit points.
Right now CUBE is grappling with a weak resistance level dating to a double bottom in Dec 98. From there - resistance is $29 and support is $23. I'm hoping that "resistance is futile", nyuk nyuk.
