mark,
this is near historic low levels and lowest it has been in last twelve years which is as far as my chart goes back to. has trended down from greater than 12%( from memory, had computer problems so blew away bookmarks. it is now about 4.5%.

this is considered bearish for because:

funds dont have extra cash to buy stock

if people sell, the funds must sell stock to give money back. this creates a sellling spree that could feed on itself and lead to a big selloff
