Has nothing to do with Katrina. The federal government performed as it should have in Katrina -- it was the state which failed.

While he was bashed for the "deer in the headlights" stare on 9/11 by Micheal Moore and other liberals, the reality is that most people thought Bush performed very well on 9/11.

One thing is certain -- while most people believed America would be attacked again in the near term after 9/11, it hasn't happened. Bush has done what was necessary to protect the United States from further attack, and I don't think Clinton, Gore or Kerry would have been capable of doing the same. (Almost everyone, including many liberals, breathed a sigh of relief that Bush, not Gore, was elected on 9/11, a sentiment that holds true even today for the thoughtful amongst us).

Bush has done an excellent job on 9/11, did all that should be expected on Katrina, but definitely blew it on Georgia, no doubt about that.
