Because they can. If the local phone company could simply jack up rates to pay down their debt when things got tough, they would in a heartbeat (and often do).

The sense of entitlement in gov't jobs is revolting.

Most public sector workers are still humans (though barely) and thrive on moving up (gaining power) in the workplace. However, the best thing that can happen if your gov't entity does more with less is that next year you actually get less to do it with... which makes u less significant in the grand scheme of things. That is why it is so hard to get people to scale back.

A great beginning would be to see some real accountability and transparancy to the budgeting and funding process, but that will never come to pass.
