Does anyone know what the rationale is for Paul Ryan to sign away the Cadillac Tax, which seems to me to be a huge bargaining chip? And in exchange, he is giving the democrats solar subsidies?

I'm not getting it. Why do you want to get rid of a tax on unions and get nothing in exchange?
