This happens an Elliott belief - that wars tend to happen during the later stages of a major Bear, namely, during or after the "Wave C" - when accumulated negativity and anger are more likely to lead to "hot" hostilities. Interesting that Trotsky - who is not an Elliott follower - says the same thing.
