Whenever I do a download and save as a file, I end up with a blank Excel spreadsheet as the saved file. Of course, it doesn't perform it's intended function when clicked on. For example, I went to this site
microsoft.com
and clicked on "DOWNLOAD NOW" for "Windows Media 9 Series (for Windows XP)", then selected "Save this file to disk" and the desktop as the location. The file took about an hour to download- -but was useless.

I am running Windows XP and Netscape. I do do a lot of downloading of Excel spreadsheets from gov't financial data sites.
