I dont minimize the need for abm to help prevent attacks from rougue nations or movements and i am no expert in location. It seemed to me that putin offered a compromise to do this on soviet territory in an existing facility. Our first response was somewhat positive but then we went back to poland and czech. Sure i guess it could be more effective there but it seems to me if we took the russians up on their offer, later on we could claim need for a westward location. Something as simple as poland ceding the land in question to nato/russian authority might have gotten it approved. Ruskys dont have clean hands in this but the US naivite in the face of Bear history is bizarre. Ask condie, she was a russian expert and probably holds this view, not that of the neos.
