Then why was she, and by extension us, taken by surprise?

a) I don't know that she was. The nature of that job is that public presentation does not usually comport with behind-the-scenes knowledge;

b) It may be that the actions were genuinely such that surprise is in order. Just because you claim, after the fact, that it should have been obvious to everyone doesn't mean that is the case. If it should have been obvious, I'm sure some of you would have been here at the time talking about it.

Hindsight is 20/20. Anyone who claims "Oh, I knew that was going to happen" the day after it happens, well, the claim isn't credible. You should have claimed it beforehand.

c) This woman clearly is one of the, if not THE, leading scholars on the subject of Russia on earth. That was BEFORE she became secretary of state. If she was "surprised", it was with good reason. She defines the standard. If she was surprised and you weren't, you misunderstood the situation.
