There are many reasons why a PC could be slow to start up. I am just going to mention a few checks that maybe are good places to look.

Have you used this program? If not, it's maybe worth downloading and running the freeware version.

My PC ran slow when I had malware loaded on my PC. I also have rigid control of cookies. They do not slow down startup, but I like good control of PC security.

My PC runs up XP in about a minute, and its a 1.1 Ghz athlon.

/edit. I just tried it. It takes 45 seconds for the main account page to load up. It then takes another 20 seconds to go into my account, load up Zone Alarm, the printer, broad band communication, Ad subtract, Safely remove hard ware, and McAffe Virus scan
