If NASDAQ is so hot about stopping locked/crossed markets, how come I see it show up so much on the quote servers as actual orders going through. Like today in a very slow moving stock WEBT with inside bid of $25 and inside ask of $25 1/4 I see a bunch of orders go through at $24 3/4. And I mean approximately one order is getting filled about once every 30 seconds, very slow. What kinda crap are they pulling? Are MMs trading among themselves outside the inside bid and ask? A fast market is one thing, but a slow market? And not only that I never saw an inside bid posted at $24 3/4, so it wasn't like it was delayed or something.
