Intelligent design certainly has predictive value.

It has predicted that functions would be found for the "junk DNA" that scientists once believed comprised most of DNA.

Similarly, it has predicted that functions would be found for most "vestigal organs".

Both of those predictions are being fulfilled over time.

Darwinian evolution discouraged investigation - writing poorly understood things off as vestiges or junk. ID encouraged scientific investigation to discover the designed function.
