I recently uninstalled Norton Anti-virus 2004 the normal way. My experence was like yours, when I tried to re-install it, I got an error message to the effect that a previous version existed. I looked for and manually deleted the main folder with all its sub-files, and was then able to re-install Nortan A.V. 2004.

The uninstall certainly does not delete all the files and folders.

If anyone is interested, I am also running the free version of AVG. Unfortunately AVG does not scan my e-mails while Norton does. I use the Netscape email program. The Norton scan seems much more through, taking more than twice as long, and has found some problems undetected by AVG fwiw.
I can also say that I have not had any problems running both, and have not noticed any slow-downs.
