I'd think that Homeland Security (including FEMA), which is a kind of insurance, would do what an insurance company would do and allocate risk due to statistical probablility calculated by some objective method and distribute funds appropriately.

Instead, it seems to be just another source of political pork and a place for patronage appointments. Ambassador to Luxemborg is a great place for a patronage appointment, head of FEMA isn't. I've read the two guys directly UNDER Brown are even less qualified than he is.
