Your theory sounds good except it would be far easier to merge, and if the Qwest name were retained it wouldn't be like one Baby Bell merging with another. Who know's Bell South may even want Joe in position to manage the entire company.

Hu'mm, maybe when that's done the could merge with Pac Tel, etc, creating something like the old AT&T without AT&T. Maybe Joe's not so crazy after all.
