Many DOW utilities are near decade lows in terms of p/e ratios, even though their dividend coverage is near decade highs, and their (admitedly small) growth hasn't slowed down. The DOW industrials on the other hand don't seem such great bargains with the exception of some special situations, such as MO where low prices may be justified.
