Lucent Technologies New Venture Offers Advanced Systems for Faster Response to 911 Emergency Calls

Business Wire - April 28, 1998 10:45

MURRAY HILL, N. J.--(BUSINESS WIRE)--April 28, 1998--Lucent Technologies today announced a new business venture that will help police and fire departments and other agencies respond to E911 emergency calls faster and more efficiently, even when calls are made from a wireless phone.

Lucent Technologies and Bell Laboratories, its research and development unit, have led in developing 911 call handling systems since the 911 industry began in the late 1960's. The Lucent Public Safety Systems venture now has expanded those product offerings, with a totally integrated package of Palladium(tm) branded products and services.

The Palladium products, designed by Bell Laboratories, include software for telephone network switches, caller location databases, E911 call answering equipment, Computer-Aided Dispatch (CAD) systems, and Records Management Systems (RMS).

"We are the only company that provides end-to-end integrated response capabilities to the public safety industry," said Bob Oliver, president of Lucent Public Safety Systems.

"Our latest offerings use high-speed ISDN signals and promise to cut average connect times for E911 calls from about 8 seconds to about 2 seconds," he said.

Connect time is defined as the elapsed time between the end of a caller's dialing and the sending of a ringing signal from the E911 attendants station. It is important because E911 callers frequently hang up and try again if they don't hear a ringing signal within a few seconds.

Recent FCC orders mandate that E911 services for mobile telephony users allow the public safety agency to automatically receive information about the caller's location.

"New systems for mobile telephony E911 users are an exciting growth area," said Oliver. "For example, our new automatic locator systems and intelligent mapping programs are just beginning to be deployed now."

Tom Uhlman, president of Lucent's New Ventures Group, said, "Millions of 911 calls are made to more than 8,000 public safety answering points each year in the U.S., and our launch of Lucent Public Safety Systems as a venture company signals our intent to leverage our technology to deliver our products to this market even faster in the future."

The Lucent public safety venture was recently awarded contracts for several large E911 database systems. With these deployments, Lucent Public Safety Systems and its service provider partners will provide caller location databases for more than half of the mainland United States, supporting more than 100 million telephone lines.

Lucent Public Safety Systems and its partners also recently deployed a statewide ISDN call-handling system in Vermont, and are now deploying a second statewide ISDN system. Other customers include the city of Fresno and Cincinnati Bell. More information is on the website palladium911.com or call 1-800-FIND 911.

Lucent Technologies, headquartered in Murray Hill, N. J., designs, builds and delivers a wide range of public and private networks, communications systems and software, data networking systems, business telephone systems and microelectronics components. Bell Laboratories is the research and development arm of the company. For more information about Lucent Technologies, visit its web site at lucent.com

Additional Information

The Palladium(tm) products offered by Lucent Public Safety Systems include:

- equipment and software for operating and managing Public Safety

Answering Points (PSAP). The call-handling software includes

Microsoft Windows NT(tm) client/server security, and is easily

scaleable for handling greater numbers of calls.

- Computer-Aided Dispatch (CAD) systems. Palladium's

multi-jurisdictional CAD systems share data seamlessly with other

Palladium systems that provide call handling, mapping, and

records management. CAD systems help dispatchers to assign

police, fire or EMS (Emergency Medical Services) vehicles to

emergency situations.

- Palladium Records Management Systems. These offer powerful data

extraction tools and case management tools, which help personnel

to allocate staff based on types of incidents occurring in each

neighborhood.

- Palladium Database Management Services (DBMS). These systems

collect and process telephone company records for use in

responding to E911 calls. DBMS can be scaled from small systems

with as few as 5000 telephone numbers, up to large systems that

can handle more than 30 million telephone numbers.

- Mobile Data Applications. Wireless and mobile data terminals give

officers on the scene quick access to information from the CAD

and RMS systems.

- Intelligent Mapping systems, including dynamically mapped

Automatic Location Identifier (ALI) capability. This function

creates a graphic, dynamic interface with key databases, so

supervisors can see the location of an incident on a map. The

mapping software can also display alerts and previous call

information that can help police, fire or rescue squads in their

response.
