I'm in agreement with Michael on this one. There would still be grow-ops to produce tax free pot. If tobacco could be grown easily in a basement that would be in the black market in a jiffy.
However I'm not in agreement about health care costs. Smokers die young on average, they save the state a huge amount of pension money both CPP and OAP and the Extended whatever. Let's pay some for their hospital expenses until they die.
I might go for a system that allows everyone an amount, a pot(g), of Federal money. You take money out of your pot when you collect a welfare cheque, the pot can go negative. The OAP comes out of the pot. When you are hospitalised then the cost comes out of your pot. When you die the pot is paid off, if negative, by your estate or the surviving spouse on their death. If it is negative and your estate is worthless then you have left this earth bankrupt and the country has a bad debt to write off. Your education also comes out of the pot. A portion of your income tax goes into your pot. Let some sociology graduate work out the details.
