Gross numbers are only part of the story. Since I am planning on moving to the Cleveland area I will use that city as an example.

The slides show that Cleveland has a murder rate roughly twice that of Columbus. For many years Columbus has aggressively annexed its surrounding suburbs to the point where it now has three times the land area of Cleveland and is considered to be Ohio's largest city. The mostly white suburbs also dilute the actual crime rate of central Columbus making it look much less violent than Cleveland.

If Cleveland had annexed the same amount of land as Columbus I suspect there would be little difference in the crime rates between the two cities. It all comes down to how you define the boundaries of each city.

Many other statistical measures likely show similar distortions when comparing cities who have annexed suburbs with cites that have not done so.
