The resorts' gripe is that the manufacturers can still make money from the slots without assuming any of the risks associated with running a casino.

And who takes the risk of developing the machines? Not the casinos. Perhaps the machine makers ought to consider selling 'development interests' (DI) to the casinos. If a casino hasn't bought a DI in a machine, then it can't install that fantastic new machine for the first 12 months.

All in all, the news looks negative for companies like SLOT. What are the chances of passage this year?
