John, an efficient government IS a limited government. Few argue against having a FEMA in the first place, except maybe the staunch libertarians.

"Limited government" has very little meaning... government is always "limited".

And you would probably be surprised how many of your fellow conservatives would eliminate FEMA. The thing about "limited government" is that people only want it "limited" in the services that they don't use.
