Because, she didn't turn the bridge down, what "thanks but no thanks" implies. She kept the money. Not only that, she pushed for earmarks herself. Like when she hired a lobbyist as mayor.

The bridge was dead by the time she "killed" it. Public opinion had basically killed it...and when the transportation bill was amended such that Alaska had to bear the majority of the cost...the bridge was going to cost 398M and AK would have to pay 329M of that...she took the difference between these monies and used it elsewhere...she lied or worse, took credit for something she did not do.
