Its pretty much true. Any input was minimal or ignored.

If you can add a new entitlement without bipartisan support, its not unreasonable for the other side to alter or abolish it without bipartisan support.

Republicans said deductibles are too high under the ACA, which led them to write a bill in which deductibles will be even higher.

Allowing extremely high deductibles, catastrophic only insurance, is different then pushing up deductibles with coverage requirements. The former is about giving insurance purchasers more options, the later fewer options.

Republicans attacked “Obamacare” for not reaching universal coverage.

Not so much. I'm not saying it didn't happen at all but it was hardly a major theme of the opposition. When it was expressed it was something along the lines of "all this crap and they don't even get the universal coverage they say they wanted".
