Insurance is people who's house is not yet burned down, buying a policy that will cover them if it does, and then some of them get pay outs when it does while most of the them don't.

It isn't people who's house is already on fire (preexisting condition) getting the same contract. And it isn't properly covering small predictable risks and payments but rather covering major or catastrophic events, that would be hard to deal with yourself without any coverage.
