The point is there is probably contextual exceptions to every theoretical 'rule'... under certain conditions Kennedy would have not only not been a criminal, but a hero by violating that rule or rules.

You know, that's a very interesting assertion. While I'm positive that my own experience (I think at minimum one would have to be Japanese to know how tenacious they might have been to an invasion... so no Westerner could judege I suspect)knowlege will EVER be sufficient to understand the context needed to 'judge' or even comment on the A-bombs, here is 'some' contextual history within decades or less of the dates of those 'events' (A-Bombs):
Japan ITSELF, just years before the A-bombs used against them: vs China ALONE killed approximately 3.22 million soldiers. 9.13 million civilians died in crossfire, and another 8.4 million as non-military casualties. Mao: 10mill??? 20 million more starve due to his policies??? Hitler, Germany; 6 million Jews, millions of soldiers, total? 15 million. Stalin: 20M dead
Truman: bupkis... his historical legacy unlikely to become larger with an expanded time period... most likely even less of a figure.
Bush: Gimmme a break. He's a nobody... becoming more of nobody over the centuries. Future grade schoolers in the US will like him cause he'll be relatively easy to remember for that social studies test due to his short easy name, 2 terms, and that other Bush president. :)))
