I was left thinking that there are some good ideas in it and that ultimately lower premium prices are a reasonable expectation.

You must have spotted something that I directly looked for but was unable to find. Originally I had thought something to reduce premiums might be in the potential regulation changes, which are unspecified, but I've seen some speculation on them and there doesn't seem to be anything there, either. So, what am I missing?

And do you (or anyone) have any idea what's behind the work requirement and how that might be designed?

The two things about the plan that I thought would be an improvement were the premium support based on age rather than income and the penalty for lapsing coverage, although that would have needed to be much tougher, but, instead, they dropped it.
