lying to start it. George W. Bush didn't start the war, SH did in 1990. That war never ended, there was only a cease fire. What lie? By your illogic if hindsight determines your hypothesis is wrong you're a liar? Then Kerry is a liar too. We've seen all his quotes saying he thought just like Bush that SH had WMD. Kerry is a liar too by your illogic. The Cease fire agreement was the only mistake made. There never should have been a cease fire to start with. It was silly to ever trust SH to actually follow the cease fire agreement. The other mistake made was not revoking the cease fire much earlier, but Clinton didn't have a backbone to do what needed to be done back in the mid 90s or even as late as 1998.
