Henry, >does anybody how INTC set their cap ex budget? once its set, do they change it or is it set in stone.

One of the analysts on the Intel CC asked what if the economy and demand in the second half don't start to recover, would Intel pull back some of their capex spending. Andy Bryant, CFO, said Intel would cut back in several other ways (had mentioned hiring, office spending, etc. before) before they'd touch capex plans. He went on to say that the 7.5 B this year is not about H2-01 chip building, but more for 2002 and beyond. Certainly, nothing is cast in stone, but I got the feeling the capex would be defended pretty strongly all the way at least to Bryant's level.
