I don't know if you could say they "ominously gathered strength". In their "training videos" they don't exactly look like a well oiled military machine. Probably an effort by the commercial airliners to make their cockpits impenetrable would have done more to stop 9/11 than anything Clinton could have done. As long as the Taliban were controlling Afghanistan, 9/11 type scenarios would have continued to be planned. Right now the Taliban control a good chunk of Pakistan and I'm sure they have some new stuff on the drawing board. What's more of a problem now is the type of "propaganda" the Bush Administration has provided to the Jihadists.
