That is an interesting anecdote and your conclusion is exactly backwards of the truth.

The people who have the least don't pay for medical care, they get the service done in the most expensive venue (ER) and then stiff the hospital. If the hospital is lucky they can receive partial reimbursement from medicaide.

BTW Are those negotiated rates or are they Medicare rates? You sem to have neglected to leave off a vital piece of information without which it cannot be meaningfully evaluated.
(I wonder if that was an accident.)
