Of course, "any time you get a buyer you short at the offer, anytime you get a seller you cover the short at the bid." also describes how a NYSE specialist 'makes an orderly market'. :-)

Re "You can short a stock at any price as long as your prepared to cover the short, normally you have to have 1.5 times equity or cash in your account as a short cover allowance.", your broker *has to* borrow it, and, just as you can't short except from a margin account, stocks not in margin accounts are *not* borrowable.

Since, in general, stocks under $5 are not marginable, seems to me that means they aren't *in margin accounts*.
