Good article. It highlights the bizarre world of the US giving aid and selling weapons to countries that don't like us, vote against us in the UN, brutalize their own people, and are often a Mafioso form of governance. I've always viewed this as mainly efforts to support our own defense industry. The financial aid is used in part to turn around and buy weapons and armaments from us.

Sometimes our foreign aid goes to countries to build airports and roads that then make it easier for US corporations other than defense to do business. Crony capitalism at work more than humanitarian assistance is my guess with a lot of our foreign aid.

I don't see any of this, however, to call Obama's judgment re Libya into question. I see it as simply happenstance within the framework of the West pimping out Arab countries with weapons, planes, military training, etc. Which is pretty funny, if you think about it, since these guys are loathe to fire weapons or drop bombs on their fellow Muslims. The question then is what are we arming the Arab world to do----fire on us? :)
