Try the SFC (system file checker) utility. Click on Start then click on RUN, then insert SFC and (enter). This should start up this utility program (it is part of Windows). If it senses something is missing or needs to be replaced, it will ask you to point it to the location of the W98 folder, probably on your W98 installation CD.

Let us know if this works for you. You don't need to junk your PC, at least not yet.
