In business, whenever someone becomes indispensable it is time either make that person dispensable or to get rid of that person outright.

Same philosophy should apply to TBTF. If something is TBTF, it is time to absolutely avoid anything that would stop the failure or to shrink them down to a size where they aren't TBTF. Starving the beast is the right idea.
