Congress would likely not have approved that and there wasn't time. Bush had time because Sadam wasn't doing anything to create urgency.

So I guess you're in the camp that believes Obama was wrong to intervene. We should have stayed out, in your opinion. I say that because I don't believe Congress was a viable option. The slaughter would have been over and the rebel movement destroyed.

I don't know what his motivation was and don't really care. In my mind it has no bearing on whether or not the decision was the right one.
